Pasadena City Council Meeting

On Monday, March 25th at 5:30pm, Pasadena City Council will consider hiring a consultant and their proposed scope of work to create an Optimized Plan to get to 100% carbon free electricity by 2030.

At the February 27th Municipal Services Committee (MSC) meeting, the MSC requested that PWP revise and expand the proposed scope of work to include a number of additional studies, including but not limited to DER, Demand Response, Glenarm Conversion or Replacement, etc.

We will not know what is in the new Scope of Work until Thursday evening. However, based on the outcome of the 2/27 MSC meeting and conversations we’ve had with PWP, it is likely the Scope of Work will be missing at least the following important elements:

  1. Frequent methods of public input, such as the continuation of the Stakeholder Technical Advisory Group (STAG)
    1. PWP is currently considering a quarterly public meeting to disseminate information with only a small opportunity to ask questions.
  2. Scenario Modeling
    1. During the 2018 Integrated Resource Plan, PWP developed a number of scenarios that were intended to be “building blocks” (edge cases) rather than actual plans. The City Council required PWP to develop the optimized plan in order to model realistic scenarios. This is necessary to ensure we know the right amount of each carbon free resource to procure. If the above elements are included in the Scope of Work for the optimized plan, we will be in a much better position to achieve the goal of 100% carbon free electricity by 2030. 

We will send an action alert with more details after we’ve had a chance to analyze the Scope of Work when it is posted on the agenda on Thursday.
